Measures For The Administration Of Health Drinking Water Products Supervision

Article 1 These Measures are formulated in accordance with the relevant provisions of the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases and the Regulations on Urban Water Supply Provisions in order to ensure the hygiene and safety of Drinking water products supervision (hereinafter referred to as drinking water) and ensure the health of human beings.

Article 2 These Measures shall apply to the centralized supervision and management of centralized water supply, secondary water supply units (hereinafter referred to as water supply units) and products related to the supervision and hygiene and safety of Drinking water products supervision. Any unit and individual in the territory of the People's Republic of China shall abide by these Measures.

Article 3 The Ministry of Health shall be in charge of the Drinking water products supervision supervision products throughout the country. The administrative departments of public health of the local people's governments at or above the county level shall be in charge of the Drinking water products supervision in their respective administrative areas.

The Ministry of Construction in charge of the national urban drinking water products supervision and health management. The administrative departments of construction of the local people's governments at or above the county level shall be in charge of the administrative management of urban drinking water in their respective administrative areas.

Article 4 The State shall implement a hygienic licensing system for water supply units and products related to the hygienic safety of drinking water.

Article 5 The State encourages the research and development and promotion and application of new products, new technologies and new technologies that are beneficial to the hygiene and safety of drinking water.

Article 6 The drinking water supplied by the water supply unit must conform to the national drinking water hygiene standard.

Article 7 A centralized water supply unit shall obtain a health permit issued by the health administrative department of the local people's government at or above the county level. Urban water supply enterprises and self-built facilities, external water supply enterprises must also obtain the construction administrative departments issued by the "city water supply enterprise qualification certificate" before water supply.

Article 8 The water supply and water supply project for the construction, alteration and expansion of the water supply unit shall meet the hygiene requirements, site selection and design review, and the completion and acceptance shall be attended by the administrative department of public health. Newly constructed, renovated and expanded urban public drinking water supply project shall be organized by the administrative department of construction to organize the site selection, design review and completion acceptance, and the health administrative department shall participate.

Article 9 Water supply units shall establish hygienic rules and regulations for drinking water, with full-time or part-time staff, and shall be responsible for the supervision and hygiene management of drinking water products.

Article 10 A centralized water supply unit shall have water purification and disinfection facilities and necessary water quality inspection equipment, equipment and personnel to carry out routine inspection of water quality and submit the inspection materials to the local administrative departments of public health and the administrative departments of construction. Urban water supply enterprises and self-built facilities for external water supply enterprises, the establishment and implementation of its production management system, personnel qualification and water quality routine inspection work by the city construction administrative departments responsible for management.
